Wanbei Coal and Power Group Company has vigorously implemented the "going out" strategy and achieved significant breakthroughs in resource development and reserves outside the province. It is expected that by 2015, the company will build a large-scale coal base with a capacity of 50 million tons.
The docking meeting for coal resource utilization and cultural tourism cooperation projects between Anhui and Shanxi provinces was recently held in Taiyuan, Shanxi. At the meeting, Wanbei Coal Power Group Company signed a strategic cooperation framework agreement with the governments of Lan County and Lin County in Shanxi Province, planning to invest 30 billion yuan to develop local coal resources, opening a new chapter for Wanbei Coal Power to enter the coal resource rich province of Shanxi. Cao Rongping, General Manager of Anhui North Coal Power Group Company, said, "There is a new type of coal chemical park in Linxian, and another is the coal power chemical park in Lanxian. After the framework agreement is signed, it can steadily promote our development in Shanxi."
In order to alleviate the bottleneck constraint of scarce reserve resources, in 2004, Anhui North Coal Power Group began implementing the "going out" strategy, integrating three coal mines in Shanxi, including Changheng, Hengsheng, and Hengjin. In 2009, it established the Northern Energy Company in Taiyuan City, becoming one of the two non provincial energy enterprises in Shanxi Province with qualifications for integrating coal resources. Zhu Yichun, Deputy General Manager of Anhui North Coal Power Group Company, said, "Three mines in Shanxi can achieve a production capacity of 2 million tons this year, achieve sales revenue of 1 billion yuan, and a profit level of 300 million yuan. By the first half of 2013, all investments will be fully recovered."
As the enterprise has established a foothold in Shanxi, Wanbei Coal and Power Group has once again focused on neighboring provinces, successively obtaining a total of 3.7 billion tons of coal resource reserves in Inner Mongolia, Ningxia, Gansu, Xinjiang and other places. At the same time, Wanbei Coal and Power Group also successfully entered the international coal resource development market. In October 2010, it obtained the exploration rights for 924 square kilometers of coal resources in Queensland, Australia, with a preliminary estimated reserve of approximately 10 billion tons. Hu Qingyong, Deputy Secretary of the Party Committee of Anhui North Coal Power Group Company, said, "We plan to achieve a production capacity of 50 million tons by 2015. In Shanxi, 20 million tons, Inner Mongolia, and 20 million tons, plus 20 million tons within the province, to ensure the achievement of the 12th Five Year Plan goals."
